I have had the same problem but it is erratic. The ACC appears to go into a dysfunctional mode and even the lowest temperature setting (58F) will bring heat into the car even though the interior temperature is clearly way above this level. I have found that resetting the ACC sometimes, but not always, clears this problem.
A related problem is that even when the ACC is not exhibiting this clearly dysfunctional behavior, the temperature settings required to achieve a comfortable interior vary over a wide range. There may be conditions under which I need to set the ACC to 68F to be comfortable and other conditions under which I need to set it to 62F. I have had four other cars with ACC systems prior to this Saab and none have been so erratic in this regard.
