Retrofiting OnStar?

Have acquired a mint 2nd hand '00 9-5 Aero 5-sp. man. w/ almost no miles. *Whoo-hoo!* Car has every option including ventilated seats...
except no OnStar - a $900(+/-) option @ time of original purchase.
Does anyone know if the necesary rough-in wiring for OnStar is already on board? Can OnStar be retrofitted into the blank switch panel by the TCS button? If so, any idea on price before subscription fees? Or parts numbers required to place such an order?
TIA for any responses.
