A brief missive from Hirsch-Performance (Switzerland) explains why the MY2000 9-5 upgrade cannot work for the MY1999. It seems that the MY2000 has two catalytic converters while the MY1999 has only one. Additionally and not surprisingly, the rest of the polution control system is also different. This is consistent with the problems anticipated by Saab if one tried the MY2000 upgrade in a MY1999. Also, a brief scan of the relevant pages of Saab's EPC Parts List for ECM units confirms that VIN's on either side of the MY2000 break require ECM's with different part numbers; and Hirsch is quite emphatic that MY1999 ECM's do not work in MY2000 cars. Chip Center (another Swedish Saab tuner like Nordic and BSR)sells upgrades with different part numbers depending on model year. Finally, Hirsch says (again not surprisingly) that the necessary software for the upgrade varies with and corresponds to the VIN; and so, they conclude by saying that they will only sell their upgrade packages through authorized Saab dealerships in the USA, if you can find one to order and install one for you.
I don't know if this solves, or just defines, the problem of no Saab factory upgrade.
