As mentioned by Joe D, you need the European setting, which is option 1 for both the headlights and the fog lights, you need to have both rest. This allows the fog lights to be used with the parking lights (actually city lights because of the 5 watt bulb illuminating the headlight housing) and with the brights (not legal). Beware of the middle (park light) setting as it isn't switched. They stay on when you pull the key. Personally I have left fuse 35 in and this gets you switched park/city lights in the off position so I use them for DRLs and not worry about leaving them on. So you need to get your dealer or indy with Tech II programming device to rest these functions for you.
