The TCS software is already in the Trionic ECU in your car. What is missing is the switch to turn it off/on and a different ABS unit. The TC-ABS unit is different as it can apply braking force to individual wheels, a normal ABS can only reduce braking force when a wheel starts to lock up. The cost of TCS from the factory is relatively small as you basically only pays for the difference between ABS and TC-ABS. Upgrading, however, is a different affair. ABS units tend to be expensive, so I doubt that it is cost effective to rebuild a non-TCS car into a TCS car.
