Rear left brake sticks after wash

After I wash the car and park it for a night or more, the startup is always stressful.
I release the e brake(5 spd wagon) and start reversing, but the rear picks up like as if you didn't release the brake. With a little more gas, I hear this crack-like pop sound from the RL brake as the pad comes unglued (or something) from the rotor.
It just sound good. What the heck???
