All the Saab turbo 4s have flat torque curves like that. It is part of the ECU program and is accomplished I suspect by controlling the boost and other engine perameters like fuel and throttle. One of the reasons the upgraded aftermarket ECUs get such a large torque gain on a stage 1 upgrade is by removing the cap.
