I have had much better luck with "worn out" brake pads by asking for a measurement and percent of what is left. I think they typically replace them a little early (vs. a little late) because they figure you might not be in for a long time, and by then they would be totally gone. (Would you want that car behind you if you have to stop suddenly?) Better safe than sorry. As for 20K, I've been told by the dealer that it does happen. She might be resting her foot on the brake pedal without realizing it. My dealer will no longer do a visual inspection without removing the wheel (and charging the customer), due to potential lawsuits.
