Everyone knows that they need brakes and are easy targets for unscrupulous shops.

Many shops also don't know if they are gonna see the customer again so they want to make the sell instead of another shop making the profit at a later date.

I have had so many customer coming in telling me that "another shop said I needed brakes". When I look at the pads it is more than 50% left of the material and if the customer doesn't have any problems like noise or vibrations I just let them drive the car and hope they will be back again later on when they really need them.

Granted, it is a chance that they forget (drivers tend to do that) and are far away from me when the brakes are gone so I might loose that job to another more conveniant shop, but that's ok, at least I gave them the choice.
