I sent an e-mail to Saab asking about upgrading the ECU in my '99 9-5. Here is their response:

Dear Chris,

Thank you for contacting Saab!

There is an upgrade available for the ECU on select 1999 95 models.
Unfortunately, we could not retrieve which models have this option
available.

However, more details may be obtained through any authorized dealer.
If the dealership needs assistance, they may contact their technical
support line.

We hope this information helps a little.

So then I asked my service advisor when I was making an appointment for my 20,000 mile checkup. He didn't know anything about it. He also didn't know you could change the chirps on the alarm, change the way the doors lock and unlock, etc. He is a Cadillac man at heart and it shows.

I then called the parts department and talked to the Saab parts guy who really knew his stuff. He told me that a lot of changes were made mid-year '99 and the cut-off for most of the changes was around VINs ending in 320xxxx. Mine ends in 300xxxx, so he was a little doubtful that mine would have the upgrade available. He is calling Saab in the morning to find out for sure, and if it is any different, I'll let you guys know.

So anyway, at least some of you with '99s might have some luck, even though I'll just be so jealous I could spit.
