Those figures have no meaning whatsoever unless that are "per" something, e.g., "per 100,000 miles driven." Absolute numbers will always look good for cars sold in small numbers and/or cars that are driven very few miles, and will always look bad for cars that appear in large numbers with many miles driven. If you want to entrust any meaning at all to the numbers, they must somehow be normalized.
