Stock Tyre Worn-out Scare

I sent my '00 2.0 for 20,000km service yesterday and shockingly, upon the agent's inspection I realised that the edges of the both front tyres have been so worn out that the steel threads are visible! The car is 9months old, driven largely within city.
The thing is, the agent was unable to comment on the cause, although I was told by a tyre dealer on the spot that it's becos the tyres have not been rotated. Could it be so worn within 20,000km (approx 12K miles) ??
Have since changed to Yokohama AVS TW1. Hopeful that it will be quieter..time will tell.
