"Mechanically Inclined" vs. "Mechanic" vs. "Skilled Tech"??? I'd say a whole lot of patience, dilligence, analytical thinking and immunity to cuts and scrapes separates the terms!! Nonetheless, a DIY can rebuild the Garett GT17 Turbo, despite the difficulties in finding the correct rebuild parts and detailed instructions. I found the required parts with some back and forth discussion with a California turbo rebuilder whose owner used to work for Garrett and somewhat adequate directions from the Mitchell car repair encyclopedia, and an exploded parts diagram I found on the Internet from a Garrett turbo distributer in Spain. Cleaning up the turbo internal body from the invariable "coking" when the seal goes and the oil leaks into the exhaust chamber would have been easier with a hot dip cleaning tank. Luckily, other than the seals, I did not have any damaged parts. I spent about 2-1/2 weeks in my spare time getting the job done, but learned a bit, amazed my co-workers at the office, and gladly saved the $1,000-$1,300 cost quoted me by a Saab shop!
Don't fret over it until the turbo actually starts to go, and don't mistake this for the PCV smoking problem (that's a separate fix..). Best of luck if you do have to tackle the turbo..!!
