It seems to me that the sun gets low in the sky pretty much everywhere twice a day: morning and evening. Sun glare is a problem for all of us. There's also a problem for people in forested areas, where there's a lot of alternating shadow-bright sun patterns (making it tough on your eyes to adjust), as well as places with fog, etc.
Saab developed a rudimentary DRL system which became standard on all Saabs in 1971 or 1972 (I forget the exact date). The headlight switch could be left in the on position, and they turned on/off with the ignition key (this also kept people from leaving the lights on when parked). The did this after they found Swedish army road vehicles were less likely to be in accidents if their headlights were on. DRLs became mandatory in Sweeden a few years later.
I believe Canada mandated DRLs in the mid 1980's, so GM must've been selling cars both with and without DRLS for around 10 years, until they started getting popular here.
