The p-brake shoes only need to be adjusted if the old ones were wearing. If they wear, its from them dragging from rust etc. So any need to adjust really means that the rotor needs to be remove and things freed up and lubricated. The lube is a rust preventative.
The p-brakes do not get any wear if things are properly maintained. ZERO wear.
If someone has been adjusting the brakes instead of fixing the problem, the shoes may be toast and the mechanism might need to be backed off to get the rotor to come off. Some of these will get the shoe caught behind a wear lip.
If things have been right, the old rotor comes off easily and the new one goes on and no adjustments are required at all. If the rotor will not come off, you may have to release the p-brake :)
No need for routine cable adjustment either.
