A new ACC panel that was installed in those VIN numbers doesn't have a fault code system programmed to check and report IF the solenoid for that heater valve goes bad.
So if the solenoid goes bad and the customer complains about lack of cooling or heat and the Tech hooks up the Tech 2 to read codes, it's no code logged for that faulty solenoid to help him with the fault trace.
The first step is to tell/program the ACC panel that this car has a "heat exchange solenoid" (if your car is equipped with it?). This is done with the Tech 2 scanner.
Next he can run a fault code test to see if the faulty solenoid has generated a fault code.
The valve is an electric vacuum valve. It opens and closes a vacuum port for the heater valve so that when full cool is needed it turns off the hot coolant to heater core.
