No that's not true but it is a highly controversial topic that cannot be solved.
You can't force a shop to turn rotors if they don't beleive in it.
In your case, the rear rotors might be scored too deeply so they cannot be turned at this point.
Otherwise, the rear rotors can easily be turned at least ones when replacing pads.
Front rotors are another story.
If using original pads it might not be possible to turn them even after the first set of pads from new.
Both Saab and Volvo pads (together with many other car brands) use a very soft abrasive pad to get superior stopping distance, soft brakes and no squeek. The drawback is that it eats the rotor alive and it might be to thin after just one set of pads.
So, as for me, I have no problem turning the rotors if it is enough material left after the machining.
