In today's environment, even the fumes from the gas tank are considered pollutants (and they are!) There is a system to siphon the fumes from the tank and burn them. (Purge the tank of fumes). There is a hose from the gas tank to a charcoal canister, and the charcoal absorbs the fuel vapors. Under certain engine operating conditions, as determined by the engine control, it opens a Purge Valve, which sucks the fumes from the canister. Since this is an important part of the emissions system, by regulation the engine control has to check that it's working. As jim says, if it's sticky, you'll get a fault.
