They run in a series connection for low speed operation and get full power for high speed operation. The ECU controls these via the signal from the engine temp sensor and the A/C pressure switches etc. Both fans aways work together.
Does your temp indicator ever read something else other than 9 o'clock? This is your best indicator of state of the sensor. You can inspect sensor wires and connector for damage. Sensor looks ok or crusted in leak deposits? If temp reads high, has the coolant system ever been flushed?
When you shut down, the fans might come on or stay on, but that should not happen very often, never does for me.
