coming from a US driver who had previously resisted DRL's I now always drive with my headlights on, and agree with you that it is a huge safety factor.NOt only should it be made int olaw, but down here, you would not believe the number of people who drive around in heavy rain, fog, blowing snow and other vision obscuration conditions with no lights on. Perhaps they think they can see where they are going, but have lost sight of the fact that the other reason lights are there is so others can see them.
I have an 02 Aero, and simply pulled the #35 fuse, which allows for constant headlight operation with the main switch set to on, but also lets me turn the lights off while operationg the windshield washer, thus preventing the headlight washers from dumping a half a gallon of solution on my freshly washed car. As for the fog lights, and your thoughts on using them without the mains,my feeling is that they probably are inadequate on their own. If I had my way, they would ban them anyway, since down here so many bozos leave them on all the time without a trace of fog in the air. One poster on this board actually said he did it to make his car look "cool". Great logic. Having everyone drive around with twice as many lights on the front of their car as they really need is not my idea of making night driving easier. Why not pull the fuse? What was your rationale for not wanting to just do that?
