I'm also wondering what went so wrong in the engine design.
(I think you missed one PCV fix, if I remember it was 3 in all together with the last recant of them all)
The 4 cyl engine from the 80s was bullet proof but it kind went downhill in the 90s with first the corrosion problems of head gasket/engine block in the 2.1L engine in early 90s to the balance shaft gear wearing out of the early to mid 90s 2.3L engines to the oil sludge, PCV pressure problem, loose head bolts to leaking turbos in late 90 early 2000.
I think we are looking at a slew of different changes made in both service intervals and engine factory malfunctions to oil quality used to design flaw so that even the top brass don't really know or are able to pinpoint the one and only cause to all problems.
One 2000 Aero (only 2 in the shop so far and one of them I haven't checked yet) had the same loose head bolts so that is no difference, but supposedly the 2002 and up had that problem taken care of so that might be why you don't have any problems on your 2002
