Yes, it is easy to remove the camshafts. You just need to remove the bearing caps. Just make sure that (a) you label each cap and bolt so that they go back in the same place and, (b) label the camshafts so that you don't mix them up.
I'm in the UK and a head skim cost £35 ($50). Try to get absolute minimum taken off.
