BTW I hate the wiring diagrams of the 83...very poor documentation..the black wire at the pump is the grounding wire...if in doubt measure the voltage of the other wire (grey/red) to the car body. But since your car is a 83T I bet the Boost Pressure Switch (to the left of the steering wheel , behind the knee shield is shot. It is in series with the what is termed the +15 power bus (+15 bus is the 15 terminal (green/violet wire) of the ignition coil and is also pin #4 of the round test plug in front of the fuse box) and the fuel pump relay on turbos only. The boost switch is going to have a blue/red and a green/red wire on it....the switch contacts should be closed to pass on power to the fuel pump relay....testing cou

1. turn key to start position and measure for a voltage at pin #4 of the round test plug socket to the car body (ground).
2. Next the wire goes from pin #4 of test socket to the boost pressure switch above via blue/red wire. Then green/red wire from boost pressure switch goes to Pin #15 of the fuel pump relay. Pull fuel pump relay and again turn key to start...if boost presure switch is closed you should have power across relay socket pins #15 (+) and #31 (ground). This is the coil of the fuel pump relay.
3. The fuel pump main power comes from fuse #8. Again pull fuse, check for continuity, see if you have voltage from one side of the fuse socket to the car body when key is turned to start. If yes...go to the fuel pump relay....a brown wire from fuse #8 feeds fuel pump relay pin #30. When the relay coil is activated above, a power contact between pins #30 and #87 close to activate power to the pump(s). You can even electrically jump pins 30 and #87 sockets and turn key on to test function of pump if needed.

But again...I think it is the BOOST PRESSURE SWITCH....
