I would pop off the driver's side speaker and make sure there is no "slack" in the cruise chain, and if there is, simply detatch the chain from the cruise unit, pull the slack out, and reattach to the unit with more tension
That's only a simple check - anything else and some of the other more technical guys will have to help you. I know this could be it, because I installed my heater control valve this past weekend in my '89 900s and my chain was sagging a bit. I tightened the chain, then the cruise kicked in much sooner.
