The alternator bushings get old and with age (and some over-tightened belts) they allow the alt to twist in the direction of the belts. This has the effect of making the outside belt much looser than the inboard init. You can generally get a feel for the bushing condition by sighting down the belts and alt pulley. The alt bushings are located in the aluminum mount attached to the engine block.
