This was happening to me for several months and drove me crazy until I discovered the knock sensor connection was corroded/loose. Now boost is always there. While the engine is running, use a long metal pipe (lug nut wrench works good) to tap the knock sensor bolt, the APC solenoid should click like crazy each time you tap, this is a good way to test if APC is "online" while troubleshooting.
