Worn timing chain causing vibes and hesitation ?

On a 1988 900 t 8v (B201) :
Car hesitates, apc valve chatters away (base boost) most af the time.
Could all this be caused by a worn out timing chain ? APC system has been measured and should be OK. There is a fast,knocking sound when idling. Engine sorts of misses a cycle about every 5 seconds.
Took the valve cover off. Each joint of the chain can be lifted about 1-1.5 mm up from the cam gear and there is also a bit of sideways slack. The tensioner has extended about 10mm.
When adjusting timing using a strobelight the numbers are moving(i.e. hard to see because of contant changing number - on my former saabs the number was dead steady.) Could that be a sign of chain wear?

PS Exhaust valves were .25mm (spec is .40-.50) How important is valve adjustment on turbos?
