Vacuum retards, not advances. High vacuum means a closed throttle, which usually means low load (run retarded). As intake manifold pressure increases, the timing is less retarded. There is a valve to block pressure from pressurizing the diaphram under boost.
Some engines have a centrifugal advance, some don't.
APC does not adjust ignition in the LH systems. All it does is adjust the pressure the wastegate actuator sees, which adjusts max boost.
The Trionic system has a much more integrated approach, and both timing and boost are controlled together.
