Do the turn signals not work with the dash removed?

I have the entire dash taken off, and right now I'm working on installing a new turn-signal stalk. i got the new one on, but when I power the car up (with the dash removed), the signals dont blink at all. They dont even register on the gauge cluster blinker lights (gauge cluster is stil installed). I then put back on the OLD signal stalk and tried to get the signals to blink, but no dice. I know I have all the wires on the blinker stalk connected right, so is there some reason that having the dash apart would cause the lights to not blink until I get everything back together?
