A/C compressor stay spinning w/ car off?!

Is the A/C compressor supposed to keep spinning (gradually slowing down) after the car is turned off? Belt and pulley it's on stop spinning, but the outer end of the compressor shaft (looks like another pulley further out from the one the belt sits on) keeps going for, I dunno, approximately 30sec. During this same time, I hear a soft hissing coming from the compressor which fades off as the spinning slows.
I had an R-12 recharge + leak dye/oil today. They said it held good vaccuum and they didn't see any leaks. Air works good again on 2.5hr drive home in 100deg, but I noticed the belt's a little wobbly at idle with the A/C on full blast, and I'm hearing a belt whine as well (see related post). Hope I'm not losing my new $160 worth of R-12!
My hunch is that this is supposed to happen, but I'd sure like to hear some confirmation of that hunch from others... :-)
