warm idle hunting and poor starts

my 89 900t has a tendency when warm for the idle to increase to about 2200 rpm. if i shut down the car at that point, the next time i try to start it catches just enough to disengage the starter and then the only way it will start is with my foot to the floor. i have cleaned the aic and also the throttle body. any thoughts on this. thanks in advance
