About the only economical way to test them is the propane test. There are ultrasonic testers available but they're more than most of us want to spend.
Use a propane torch (unlit, of course) and play some gas on the suspect area (bushing, hose, fitting, etc.) while the engine is idling. If the idle rises, engine vacuum is pulling in the gas through a leak.
On your question, pressure generated by the turbo is what pushes the turbo gauge over into the orange/red. The white line indicates atmospheric pressure, anything below it is vacuum and anything above it is pressure.
