Do you mean that it's actually entering the red? It shouldn't, unless you've modified stuff. A teeny bit might be normal (like 1/8th inch or less) but if it's actually going into the red about halfway before this cut-off takes place, the wild clicking is the APC going mad trying to regulate boost, which for some reason isn't happening. Make sure all the control hoses are connected and unholy (technical Saab term) and that your solenoid does indeed pass air through the wastegate actuator port when the car is off.

There's three hoses on the solenoid - one going to the wastegate on one side of the solenoid, one going to the compressor housing, and one going to the fresh air intake ducting - pull the wastegate one off the solenoid with the car off, and get a short length of clean hose and try blowing back through the port - with the car off, it should pass air. Turn the key on and try it again, and the air should be blocked. (You don't need to start it or anything.)

And since it's auto, it shouldn't be wooshing between gears, it should only woosh when you're boosting hard and yank your foot off the gas - in my '85 SPG you can't even hear it then, and I'm making 1/4-of-the-way-into-the-red boost.
