There is a possibility of the cruise inop and the APC problem being related. check to see if the vacuum pump for the cruise is plugged in [black odd shaped thing just inboard of the APC box held to the inner fender by rubber mounts] if so unplug it and check for continuity between pins 1 and 2 of the pump[not the plug].
That rules out the cruise system.
I don't know what you have done yet so forgive me if I repeat someone else's post. Test the following with the APC box disconnected and the key in the run position.
Power at pin 13 of the APC plug
ground at pin#5 of the APC plug
power at pin 20 when the brakes are applied
IGN signal at pin 25 [test light flickers when the engine is running]
measure the resistance between pin 16 and 17 with the engine off and then with the engine running. does the resistance change?
connect a voltmeter across pins 16 and 17 of the apc plug and rap on the top of the knock sensor[little black thing screwed to the block under the intake manifold]see if you get a voltage[a very small one]
check the resistance between the two terminals on the APC solenoid above radiator there should be a small resistance here.
Check this out and post what you find
