saabs cooling logic is the same as most other cars, old and new. 2/3 on the gage is 200F, and substantially LESS than the upper set point for most cars with fans. Some dont kick in till 220F.
low temp fan switches are qick fixes for more significant problems ... usually clogged radiators. fix works at low hp, but sacfifices the fans in the process.
for a healthy system, AC off, gage should stay at 1/2 on hiway, 60-70 mph, even at 95F outside. with optional lower temp t-stat for hot climates (82 vs 87C) it will stay at 40% .. less in cold weather.
c900 rads use very thin passages in tubes, that clog easy. if fans stay on briefly, it's likely due to restricted flow in rad near sensor, usually clogged, sometimes t-stat not opening right, rarely a fan-switch prob.
general rec'n is keep car fully tuned, chg coolant every 2 yrs (no heavy mineral water), new t-stat once in a while, and new rad every 100K miles or so.
