Heater problems, gas instrument gauge problems

My young teenager just purchased his first car and is now the proud owner of a 1981 900 turbo. Most pressing issue is the heater. First the fan doesn't come on at all when the fan control is worked. Perhaps a wire is off the back of it from where and when the radio was removed. We'll check that.....any ideas? Could the switch be shot or the heater fan motor blown or something? I have a 1992 900s and on it there was no heat, with the fan working fine, until I got the speed up to 45 mph. This turned out to be a heater bypass valve problem. Replaced that and bingo had heat at low speed. Is there this same heat bypass valve on a 1981 turbo?
Of equal concern, the heat control doesn't move at all. Seems to be stuck in the middle; won't move either up to higher heat or lower to less heat. Is this a heater control valve/rod problem or something else?
Gas gauge indicator was jumping around all over the place then would settle down (at too high a reading 3/4 registering and we knew it was almost out of gas) then jump around again. We filled it up and after the first 20 minutes of driving the thing doesn't move at all now and registers on empty. Is this a gauge instrument problem, or a tank gauge problem. Could a wire have been knocked off the back of the instrument gauge when the radio was removed?
Thanks In advance for any help.
