Saab routes coolant to the throttle body to aid in keeping the throttle body warm when out side temperatures go down. During winter and cold temperature, you want to prevent the throttle body from freezing up while driving. Remember, if it is -30 degrees Celius outside, it will be even colder under the hood when driving due to wind chill. Hence the coolant lines run to the throttle body to keep it warm.

Saab engineering, you gotta love it, eh?
