Check for rotted insulation on wire bundle just in front of left side A pillar. Open hood and you'll see a bundle of wires that loop down. Water can sit in this loop and short the system. Also check all connections and wiring for the tail and brake lights. Pull bulbs and fuse and then check if there is intermittant continuity/low resistance between the bulb socket center contacts and ground. Have a helper whack the area you're testing to simulate road bumps.
Do not give up...you will find it. The harder the troubleshoot...the bigger the smile.
