Does cooler weather really make this much of a diff?

Got cold in Boston this weekend and I took Stella out late last night for a quick run to the grocery store. Probably close to freezing. Got on her in 2nd and boost gauge shot to end of red. I tried it again and it went to end again and this time I hit fuel cut (first time ever). She never boosted past 1/3 red before. Almost same on way to work this morning(still cool in Boston). It is running 1/2 to 3/4 consistently, where it used to 1/8 to 1/4. I replaced the AMM earlier last week and replaced a leaking manifold to turbo gasket, but nothing had changed for three days after that. Now I have boost galore. it is just the cold? Do you guys see that much difference from cold air? I need to get real boost gauge to quantify, but it is a big difference.
Thoughts?
