First of all, it doesn't have a cable, it has hydraulics. It sounds like either the fluid in the reservoir has gotten down to the point that the line feeding the clutch master is dry, or you have an internal leak in the master. Does the pedal come back after the car sits or if you pump it? If so it's an internal leak past the seals. My '78 99 is doing this if I hold my foot down on the clutch for very long. Pumping it brings it back. In any case, you probably need to replace or rebuild the clutch master and maybe the slave. Doing the slave requires removal of the clutch.
The clutch master cylinder is on the firewall beneath the brake master and booster. It is fed through a hose from the brake master reservoir. I don't think SAAB did this, but the old Land Rovers were designed such that the feed to the clutch master would go dry before the fluid in the reservoir got down low enough that the brakes failed. Seemed brilliant to me.
