power steering pump noise, is it going bad?

I have an 87 900T which is making quite a racket when I turn the wheel, its especially aggravated when I am sitting still and say, parallel parking or something. It sounds like the power steering pump is making a racket. Its NOT the sound of a squealing belt. My girlfriend has a Jetta and it makes that kind of noise, so I doubt its the belt. Its more of a grinding noise, coupled with diminished power assist for turning at slow speeds. I can also hear it when cornering to the right... Do I need to replace the harmonic balancer and/or pulley, or shall I replace the power steering pump with a rebuilt one. I actually have a used one in the garage, and heard they last forever, and have been thinking about using it as a replacement. I hear these pumps rarely fail, but the car does have 213k on it, so maybe its coming time. Thanks in advance for sharing any knowledge or advice on the upcoming repair. I have a Bentley manual and am pretty much ready to tear into the car soon and fix this. I have a leak down there anyway, from the high pressure return line, and may have popped a leak somwhere else too, its just been too wet to get under the car these days for a looksee.
Any words of advice or experience on this repair?
