Is the steering stiff all the way around as your turn the wheel 360 degrees? Or does it go stiff-easy-stiff-easy every 1/4 of a turn of the wheel? If it's stiff all the way around, you could try flushing you power steering fluid, but you're probably looking at needing a new rack. If it's the second option, you might get away with just heating and lubing the joint on the steer shaft right by the firewall. Simply remove the rubber boot behind the brake pedal to access it. Heat it with a hair dryer, spray with PB blaster, then re-grease.. Worked for me.
