With your description of cold start I would say cold injector is working fine and the two minute CIS frequency lock at 60% (allows the O2 sensor) to warm up before it starts to work so it can control) is ok.
I would suggest cleaning the idle screw passage (very important), the throttle plate, and the top of the mass air flow plate along with sides of the mass air flow plate venturi with gum out. I think that will give you slightly higher rpms during the warm start and it should remain about the same when it warms to full operating temperature. You can take a look at my 85 base 900 web page...I think I discuss it there on one of the close up pictures.....
