It might be good to understand that a pinion bearing isn't what whines. It's the ring and pinion that produces the whine. The contact between the two is very closely controlled in manufacture so as to minimize noise. When the pinion bearing wears, though, the clearance between ring and pinion changes and it takes very little change to produce a good bit of whine.
The noise is not much affected by what gear the transmission is in. So if you have a noise in first and second, it's likely gear noise in the transmission. It may be common to only hear the ring and pinion whine in top gear or top gears, because the pinion turns fastest in those gears.
Sometimes tire noise can be confused with ring and pinion whine, but a distinction can be made by driving on different kinds of surfaces.
