If it is only 'dented' you can remove 'most' of the depression by removing the bumper shell/skin from the car/bumper-frame/foam and heating it VERY GENTLY with a propane torch (or a wood stripping heat gun) and massaging the worst dents out from the inside. When this is done there will still be impressions in the face of the bumper skin but you can readily fix those with a FLEXIBLE body filler and various levels of sanding up to 600 grit. Totally get it right as any mistakes, or sanding scratches will show through the paint. Wipe the sanded surface (sand the whole darn bumper) with a tack cloth and wipe it down with a proper grease remover and DON'T TOUCH any of with your fingers or the primer won't stick, spray the filler area with a flexible primer and sand accordingly (usually 2 coats sanded between). When ready for the final colour paint do the tack cloth grease remover thing again and spray 4 or 5 thin coats of bumper paint (search this site for paint codes, I just used an Anthracite Black but I did all the bumper pieces so I didn't have to match anything!). It may cost about $75 for all the supplies but it beats the alternative unless you have a used bumper available.
