I've had success by removing the motor from the door, dousing the cog with WD-40 (Rust Eater, or your favorite solvent), and then forcing the cog to turn while applying power to the motor- plug the wiring harness back in and have a helper work the switch while you work the vice-grips. Once the motor can turn under its own power, keep dousing it with solvent. You'd be surprised how much rust drips out. Be careful, the motor heats up after a minute or two of continuous use. When you think you've gotten enough rust out of there, let the solvent evaporate from the motor, and then lubricate the motor with some white lithium grease.
Putting the motor back into the door is a real pain in the butt, but you'll be happy when your window zips up and down all by itself again.
