Is this the adjuster in the front that as you toggle it back and forth without any weight in the seat, raises the seat to it's highest setting? Then while, sitting on it, toggling will alternately lower the back end then the front?
If so, which function isn't it doing? You mentioned the seat appears to be cocked clockwise. That isn't a function of this toggle adjuster, but of the right and left side sliding mechanisms becoming askew, most likely, while someone was reinstalling the seat. Hold up on the pull lever that allows you to slide the seat back and forth, and give it a little body english to try to rotate the seat back counter clockwise. More than likely, you'll have to remove the seat to effect a fix. With the seat out, it's easy to slide one side independent of the other.
If it's more a matter of the Toggle mechanism allowing one side to drop but not the other side, let me know. I've had to fix that problem, too.
