Check the throttle position sensor for 2 things.
1. You should have continuity between pins 1 & 2 (IIRC) when the throttle is closed. If it's not, you need to either adjust the sensor or replace it. I had the same thing happen on my '88 900S and solved it by replacing the sensor.
2. Check the sensor for cracks, etc. that might let crud (highly technical term) into the switch. I've seen a couple of them that held the throttle open slightly when the throttle was closed by releasing the pedal, but could be forced into the fully-closed position by hand pressure. These switches gave the same symptoms as you describe.
