The EGR will be needed if your car came with it and your local municipality requires emission checks. Other than that, if the car came with an EGR, the LH ECU also monitors EGR function according to the Bentley. If it is not there, it probably will give you a CE light. It SHOULD not be necessary for good running as my '92T does not have it. Base boost is caused solely by the APC system. Go to the FAQ here, print it out and trouble shoot it. As a supplement, the Bentley and http://www.townsendimports.com. Check the brake lights, cruise vacuum solenoid (has to be hooked up or jumpered IIRC). Your poor idle and low power in general may be due to incorrect cam timing. Double check that the marks align. It is easy to get off one tooth.
