Exhaust leaks come in a lot of sizes and shapes, but you'd have to have quite a large one before the turbo to have a noticeable effect on boost. The sound would be unmistakable.
As far as the sucking sound, that's probably your insurance company going after your wallet :^)
But seriously: I would take a close look at all the rubber connectors between the turbo and the throttle body, possibly even remove them to inspect. 2 different times on my cars I've had them fail where they rupture in the middle and a slit opens up. When you're off-boost, there's little or no pressure after the turbo and everything's fine. But when boost starts to build up, the rubber swells and the slit opens up, releasing a lot of air. Sounds exactly like what's going on with your car.
The fuel-cutout thing is a different issue. But I'd wait to tackle that one until your leak is fixed.
